It was part of the Townscape 'extra bits' (so to speak). It states 'Wanted - For Grand Art Theft - 10.000 GP'. I suspect it is in reference to John Blanche's epic Chaos Minotaur with Mona Lisa banner. The Townscape has a lot of wanted posters for other artists from back then (The Perry Twins and Bobby Naismith spring to mind).
